First off let's define the litmus test - can this particular army consistently beat the currently most popular Internet meta lists such as Imperial Guard, other Grey Knight armies and Space Wolves? I haven't played against this army but I can see some major mistakes right off the bat:
1) Purifiers should be mounted in rhinos so they can fire their psycannons from the hatch. That will save some points plus they don't have to disembark unless you want to assault.
2) Henchmen should be mounted in razorbacks with psybolt ammo.
So right off the bat that is a glaring error in my mind - the transports are flip flopped. You don't want the henchmen to disembark unless their transport is destroyed (no choice) or its absolutely necessary. Sure it's nice to be able to fire meltaguns from inside a moving transport but it's not necessary.
3) Henchmen squads are too big. All you need are three per squad - these guys are there to hold objectives... That's it. The melta is a backup but with BS3 its not a sure thing.
4) Do you really need six squads of Henchmen? Five will do just fine and you could probably get by with only four.
Suggestions for improvement:
- Shave some points to take a Grand Master with grenades; he can make the Purifiers scoring units... Now you've got your six scoring units and some of them have teeth.
- Convert one of the henchmen's transport into a chimera so the Grand Master can ride in it with Coteaz.
- Maybe find a way to convert one squad of henchmen into Death Cult Assassins. This would be the perfect unit for a chimera.
Some other people have had big success following along the recommendations I've suggested here... I'm basically just repeating it for the most part.
If we look at the army as a whole you've got 18 Marines to cover your melee. Sure they are hard as nails but it's not really that many and I think there are a lot of other armies that can beat them in close combat. Once the Purifiers are gone this army will collapse. Obviously easier said than done but it's definitely doable with the right armies.
Final Thoughts
This is basically a very spammy list with not much imagination put into it. It is okay but not top tier and could be drastically improved.
